As we search for shovel-ready projects to fight the COVID-19 virus and lay the groundwork to be better prepared for the next, we need to look no further than Puerto Rico.

Dos hechos recientes ilustran cómo el orden internacional vigente desde hace 7 décadas se desmorona frente a nuestros ojos. Uno es el triunfo abrumador del Partido Conservador en las elecciones del Reino Unido. Con el lema “Culminemos el brexit”, el primer ministro Boris Johnson obtuvo una amplia mayoría en la Cámara de los Comunes y terminó con toda esperanza de evitar la salida del Reino Unido de la Unión Europea y un eventual quiebre mayor. El sueño de la integración europea, que inspiró a tantos a emularlo en la América morena, se convirtió en pesadilla, suscrita por el populismo, el chauvinismo y el aislacionismo. El otro hecho es la parálisis de la Organización Mundial de Comercio (omc). La Ronda de Doha, dedicada a liberalizar el comercio internacional, está en el limbo desde 2008. A su vez, el órgano de apelaciones de la omc, destinado a resolver disputas entre los países miembros, dejó de operar. Ante la negativa de Washington de acreditar nuevos integrantes, la entidad, conformada por siete especialistas, se quedó solo con uno, y ya no cuenta con el cuórum necesario para funcionar.

The current COVID-19 is the worst global pandemic to hit the world in a century, only surpassed by the 1918 influenza virus that killed 50 million people. As of this writing, the virus has been found in 175 countries and regions, with 471,000 cases and 21,000 deaths worldwide. The World Health Organization (WHO) reports that the epidemic is still accelerating. And it will not abate any time soon. While some specialists speak of a time horizon of three to four months, others predict waves of cases that may last for two years.

Indian Prime Minister Narendra Modi’s opening address at the 48th Annual World Economic Forum in Davos in January 2018 was unique in many ways. It was the first time in 20 years that an Indian prime minister spoke in Davos, not since Prime Minister H. D. Deve Gowda had done so in 1997. The hour-long-speech was also delivered in Hindi, a departure from the usual practice of Indian leaders at major international fora, who would normally rely on the Queen´s English, which, after all, is one of India’s official government languages. The speech also made a passionate defence of globalisation, arguing against the many fractures that are bedevilling the contemporary world, and making the case for India as a stalwart of open economic policies and an ideal FDI destination.
